I'm trying to fix my parking brake on a 2000 FRC. Checked cable & that's Ok. Brake handle mechanism is ratcheting so that appears to be OK. Brake shoes look like new. So, I decided that I need to adjust the brake shoes. Well, the star wheel adjustor on the driver's side will only turn 3-4 notches in either direction. Anyone had one of these lock up?
In order to replace the actuator, do you have to remove wheel hub to get to it or just remove the brake shoes??

Years ago when I tried to turn that little star gear, it was very hard to do so. I ended up with a flat head screwdriver jamming on that thing. It finally turned but each click was hard to do.
That being said, my parking brake has held me car quite well ever since this change.
Mine was reluctant to turn, so I ended up pulling it, tore it apart, cleaned it up and lubed it. Even so, it was a little stiff to turn. As FASST LN suggested, I used a flat head to turn it...

My parking brake was getting iffy, needed to pull it up high and wouldn't always hold on hills. I replaced my rotors and it went down to about a 45 degree handle angle, now holds well. This was after 117,000 miles.
I did mine over the winter so had some time to spare.
I used Power Blaster on it for a week but still neeed a flat blade screwdriver and a small hammer to get mine to free up.
