Default Hard steering

I went out this morning to take my car up to a tire place to have some tires flip. When I went to back out of the my driveway the steering wheel was extremely hard to turn. I have done the following:

Checked the belt it's fine
Check the power steering fluid it's good
Looked for leaks and found none.
No odd noises.
When the front tires are off the ground the wheels can be turned easily either with the steering wheel or by grabbing one of the front wheels and turning them by hand.
I have no codes
I have search the forum to see what I could learn but found nothing that help me, not that I read every post.

So is it the power steering pump or the steering rack?

When I park the car yesterday everything was fine.

You don't let us know where you are located, so ambient temperature may or may not be a factor ( here in Central Oregon freezing temps are very common and show symptoms till warmed up).
Also since you mention that the steering can be 'manually' turned without resistance your PS system appears to be mechanically functional. I have swapped fluid ( R&R) on higher mileage vehicles with positive results . GM synthetic PS fluid(s) are 12345866 for the smaller can and 12345867 for the larger can. I have also used Red Line's full synthetic PS fluid in other models applications for similiar symptoms with satisfactory results as well.

I live in Myrtle Beach, SC. We are not known for cold weather. I did think that might be the problem at first because we got down into the high 20's last night. But even after the car warmed up it made no difference in the steering.

I track the car so I pull the power steering fluid out of the reservoir and refill it pretty regularly. I use the Valvoline synthetic power steering fluid.
