Default Horn Issues on 98 C5

I'm having what seems to me a weird issue. It is throwing the B2527 code (Horn Relay Circuit). The horn will not honk and the relay is stuck on. I removed the air bag assembly and discovered that the red wire with the spring was constantly making contact with connection. I'm not sure how it is supposed to be mounted but in present form it doesn't seem correct. Once I removed the red wire (with the spring) I could touch it back down to the connection and I could now hear the relay clicking but the horn still won't honk. Also I cannot twist the plastic part that holds the spring in without the red wire constantly making a connection and causing the error code to be thrown because the relay is stuck on. Does anyone have any ideas how the red wire and spring is supposed to look and why the horn still won't work after removing the spring and just making the connection. Also the horn does not work by pressing Panic, I can hear the relay clicking but the horn doesn't work.

Sorry it's long but this is really bugging me! Thanks for any and all help.
