I have a 1999 C5 and my key fob stopped working. I followed the owners mannual to reprogram as well as changing the battery in the fob. When I follow the instruction the Readout does not tell me that the Fob has been learned, The fob initially works but as soon as I remove the key the fob will no operate anything. Any advise?
try doing it the old fashioned way, don't mess with the DIC. Put the key in, turn it to on and the hold the lock & unlock button for approximately 8 seconds. I don't know if this will fix it but worth a try
Sounds like the fob is not communicating with the car, if the DIC does not acknowledge that you are trying to program a key fob. Something is up. Maybe like Huttler says try it the old-fashion way. Holding the lock and unlock button together for about 5 to 10 seconds until you hear the car beep. But if you still have a problem there is a thread on here about some guys resoldering a few points on the circuit board in their fobs and getting them to operate again.

I had the same problem with the fob on my '98 coupe, did the same things with replacing the battery, did the relearn thing and continously did the lock/unlock at the same time and finally removed the fob from my key ring till I could buy a new one. Then thanks to this forum, found a post from C599, Senior member, on 12-18-2008; 10:37 pm outlining his procedure for either soldering or super glueing the battery points back together inside the fob. Since I'm an old F!@#T my hands are a bit too shakey to try to solder and since I was at the point of throwing the original unit away and buying a new one, I tried the fix with super glue. It worked just fine and have been using it for 2-3 months now with no problem, even the passive feature works just fine. I have no idea how to link the post here, but, here's the information...Title:Legendary problem solved...by C599, CF Senior member, at 12:18-2008, 1037pm. 2 pages of good information (I printed it out...remember I'm old) with pictures and very good info on how to do it. Try it.
