Targa Top peeling

Does anybody have any ideas for repairing a delaminating top (targa top) I was told you could clear them over, but how do you get the old stuff off?

Its not that bad to refinish. I am no body man and I did mine. If I can do it...anybody can! I have a before and after pic in my profile if you want to see how mine turned out. I followed the steps from the forum, but used other polishing compounds (a buddy that worked in a body shop had some). I did not clear mine as I did not want to redo my redo.
