I had found that issue on my 97 and couldn't adjust it any tighter. It was one of the motivating reasons that I installed the electrochromic 2001 mirror which is much tighter.

Mine vibrates during idle sometimes. Never tried to adjust it. Thanks for the post and will follow the response. Mine almost sounds like something is loose inside the mirror.
