The wipers on my '97 will somtimes only work on high, they will not work on momentary or low and when they DO work on high they do not park at all. How can I diganose this? I tried cleaning the udders and they were empty. Any suggestions?

edit: also it says "low washer fluid" but the resevoir is full

The wiper motor may already have been damaged. This usually happens by submersion due to clogged udder drains, but stranger things have happened. Try replacing the wiper motor as it sounds like this is your problem. Bvillebud has a good "how to" post on it. This was the one I used when I a similar problem.
You can find a rebuilt wiper motor at just about any parts store for around $55. Make sure you allow the wiring harness time to dry out as well. Let me know if you need anymore help and good luck

I recommend using a pulley puller to remove the wiper blades- not a hammer. Reason- one slip with that hammer- and you just earned a new windshield. $350

I'll definately use a pulley puller...could the motor being damaged also make my DIC show "low washer fluid"?

No. If the level is in fact full, then you may have corrosion on the sensor. Its common. You can clean or replace.
