I have a friend who gernaded a motor on spray....... The question is he found a motor complete with wiring harness and ECU locally but it has a lot less miles on it than his motor. If we install it complete as is will it show the lower miles on the guage in the car?
It may well be stored in the ECU but I am not sure either.But why change it? Swap the components that may be different from the bad engine to the new one and leave the ECU alone.
Post up what type of engine and the year/model it came out of and someone here may be able to give specific advice.
In general, you want to keep your stock PCM (ECU) as it works with the BCM for security. If the new engine has modifications to its tune, a tuner can read the tune off of it and just update your PCM with the needed changes.

The DIC has the mileage, not the PCM. Also need to state what kind of car it's going in too. The OP doesn't even state what kind of car his friend has. Might be an F-Body or even a street rod for all we know.
