I had that problem with my '01, the pawl inside the handle wouldnt press against the rathcet mechanism when you released the "button" on the end of the emerg break handle. I finally ordeded a replacenent assy from Win Kelly Chevy (our club sponsor). It comes complete with the cable, I just bent the metal on the bottom of the assy to use the original emerg cable. BTW while you have the console removed, change the shift light indicator it it's an automatic.
