You can buy a Tech II setup on the auction site or a parts supplier but it will cost you something like $2k-$3k. There are a few members here who own one.

They are expensive as you say, but they are far more than just a "high end scan tool". Tech II's can not only "scan", but they can change program modes and/or turn systems on/off. They are a first class diagnostic tool.
I have one and they are a pretty handy tool to have. I have an issue with my pickup that I'm not spending the money to fix because it doesn't affect the drivability, but I reset it as needed. I've used it on my Vette, too and it saves a lot of headaches. I got mine free, but legally. One of those "who you know" situations. They do cost around $3k. The only problem is it needs to be updated to newer model years and that can only be done through GM dealers and the upgrade costs over $600.
I've got the candi module for the later system with my Tech2 that I traded parts and cash for. It was probably one of the best things I did as it has helped me enormously.
A couple of more fixes and it will be paying me back with all of the savings.
