No...absolutely not. Maybe 1hp if you're lucky, and it depends on your other mods. It's good for throttle response, and that's about it...and yes, I have one (Shaner S2).

As stated, you won't see 10hp on the dyno from just porting a TB. You might gain 2-4 hp, but the real gain is in the increased throttle response.

I agree. Shaner here, also, and very pleased with it. I installled it for improved throttle response and got exactly what I wanted. Some people will claim 5hp, dyno verifed, and I must raise the flag on that. Power increase was not noticeable, nor able to be verified on a dyno run, which varies 5-7 hp from run-to-run anyway.

i ported/filled mine. there was quite a large step infront of the throttle blade on mine. seems like taking it out COULD be worth something. idk tho, and the throttle response change was dramatic in my application. (LS6) in my tune i'd already done some things to allow the throttle to open without delay anyhow, which didnt seem to change squat until i did this. im not ur avg dude with a dremel tho.. i have the whole rig and have done quite a few heads/intakes.

Be advised you may have some "idle flair" issues (car races at idle and eventually goes back to normal idle. I also have a Shaner TB and this problem happened to me. My tuner took care of it with no issues. Just don't be surprised if it happens to you.
