I did my front hubs this weekend and found that sometime after I put the wheels on, something caused the wheel to hit the caliper and rub . This was not noticeable when the wheels were installed (I did it myself and checked for clearance).

So I clearanced the caliper from with a die grinder and repainted:
Now there is plenty of room

i dont think you would need to replace it, but i would definitely smooth out the area. a gouge like that will cause a stress concentration. smooth it out so you cant see the gouge anymore with a grinder, and i think you should be ok.
