You can add a Aftermarket cold air filter unit, headers and a dyno tune. That shoud get you there if not a little more.
But the dyno tune and headers arent the cheapest thing. The air filter would be the cheapest thing.

You could probably get there with the following:
set of long-tube headers, high flow cats, and either Z06 Ti exhaust or other aftermarket high-flow exhaust. Z06 is much less expensive and easy to find used for abot $400.
Cold Air Induction
different set of heads such as LS-6 (243) or better like TEA, AFR, or Patriots. The stock LS-6 or patriots are the less expensive way to go.
Also will need to get car re-tuned.
That should get you pretty close to the stock Z06 numbers.
The headers and exhaust will save you 40lbs over the stock exhaust.

50 hp at the engine you can get with an intake and a good tune.
you can get 50 at the wheels with headers and a good tune.
you can do intake and headers with a good tune and who KNOWS what you will make....!!!

Here are some EASY sure fire MODS to boost your power:
Long Tube headers (I prefer American racing)
Ported Throttle Body. (Port your own or purchase one)
Cold Air Intake (I prefer VARARAM VB2)
Ti ZO6 mufflers
High flow CATs
NOTE! The 2004 C5 LS1 already has the improved LS6 style intake manifold!
PCM Tune If you install the mods above, your car will run fine but,,,your part throttle fuel economy will suffer and you may have some minor throttle response issues. You will also leave some available HP /TQ on the table. After the tune, you will be amazed at the improvement!!![EEK!](https://www.corvetteforum.com/forums/images/smilies/eek6.gif)

I have an 02 ZO6 and with the above mods, I dynoed at 390 RWHP and 375 TQ. With a more aggressive tune, I could have easily made 400 RWHP
Here are some more involved mods for some more serious power.
243 Heads (A must if your going to do a cam.
)
Aftermarket cam
Under Drive Pulley (If your going to remove the OEM damper to install a cam,,,it is HIGHLY recommended that you purchase and install an aftermarket dampener. The OEM dampeners can and will fail.
LS2 Timing Chain (For reliability) Replace the OEM Timing Chain with an LS2 timing chain
With the more involved mods, a tune is pretty much mandatory. Your car will run like crap unless it is tuned.
