Is it possible to test tire pressure sensors before installation? (year 2000). Thanks Dave

Good question. I would think you could do the magnet programming procedure (as long as they are near the car) before they are installed in the wheels. Anybody ever done this?

Sure, you can test if it talks with the receiver just by doing the TPS learning procedure while the sensors are next to the car (this is always encouraged before installation). It will not test if it actually reads pressure.
