I'm not sure you're doing step 6. After you hold the reset for 3 seconds, are you pressing options and scrolling to "fob training"? Are you turning the key to "on" (not acc)?

KEYFOB PROGRAMMING:

1) Turn ignition on

2) Turn radio off

3) Press Driver Information Center (DIC) RESET button ( 6 )

4) Press OPTIONS button on the DIC until display is blank ( 4 )

5) Press and hold RESET button for 3 seconds ( 6 )

6) Press OPTIONS button until FOB TRAINING is displayed ( 4 )

7) Press RESET button to begin programming sequence. ( 6 )

8) Simultaneously press and hold LOCK and UNLOCK ( A & B )

buttons on first remote for 13 seconds until message

appears stating programming is complete. The computer

will ask to program second FOB. If you don't have a second

FOB follow on to step 9.

9) Turn ignition off and remove key for ignition.

How long are you having to hold options after getting to the tire training prompt to get it to step forward to the fob training? The 2000 FRC I'm working on just sits on the tire training screen & won't step forward with the options button.

Don't hold the options button at that point, press it and release, press and release, to step to fob training.

tried both... press release & press hold... just doesn't move from the tire train option. unless you press reset of course which takes you into tire train mode.

I can't add anymore to what 65GGvert has told you except, make sure your car battery is fully charged. A low battery can affect programming.
