Are you sure its not a broken valve spring? Lifters will wear out but not till much farther on in mileage but I'm not saying it won't happen. It might simply be a bad one. It'll require the top end taken down and head removal to do the job. I strongly suggest that your friend replace all of the lifters at the same time. If the one lifter has damaged the pushrod, then replace it or all of them. He'll need an upper-end gasket set, torque wrech and the manuals for all the torque values. Its an involved job but can be done. Coolant comes out of course, oil and so on before taking things apart. Be prepared to do the full job carefully and correctly. No shortcuts allowed. New set of head bolts as they are a one time use only bolts or use ARP head bolts. One hint I'll throw in here now, make sure the headbolt holes have no coolant in them BEFORE he goes to put the heads back on otherwise he'll crack the block. I used a shop-vac and modified straw type arrangement on it to make sure the holes on mine were clear of all fluids. Torquing of the headbolts is done by degrees, not foot pounds as you would expect except for the first pass which is done by ftlbs. Anyway, its best if he gathers all the parts needed in advance so he's got everything there and ready to go. Lastly, tell your friend to not drive the car if this lifter has failed totally as he'll only create more damage and a more costly repair.
I would check the usual suspects first. Rocker that has lost bearings, broken valve spring or bent pushrod. These are relatively common issues.

IT IS THE LIFTER. You can back off the rocker, and plunger the lifter pretty easily compared to the others.
The motor was freshened recently, and I bet some debris got into the lifter.
I was just wondering if the lifters are an issue on these motors, or if it may be something else that caused it.

I had a lifter go bad on my '02, collapsed and wouldn't pump up for some strange reason, luck of the draw, replaced them all with LS7 units, and then went the engine mod route since I had it all apart... heads/cam, etc etc...
