Default Georgia emissions concerns

Hey guys, I just moved from St. Pete, FL to Roswell, GA. I found out that cars have to be emissions certified here. My car currently throws a code for the 02 heater (po141). Would this fail my car? If there are any GA residents out there, please chime in and let me know how stringent or lax the laws are here regarding mods. Right now the car is stock, but I want to mod. Also, it is a 2001 so I have the four cat exhaust. I was hoping to do two cats like the 2002 and up cars. Would they catch onto this? Thanks for any help guys.

Crazy thought here, but why not replace the sensor?

All they do is hook up a reader to your ECM and basically check for emissions related codes. They do a visual check for cats but they have zero knowledge on what years had what cat setup, they just need to think they see a proper cat setup. And they test that your gas cap holds pressure. Takes almost no time at all if you're not throwing codes. Just get that sensor replaced or the code programmed out and you're good.

Thanks for all of the replies. I was under the impression there was some sort of separate heater for the o2. Is the heater actually built into the sensor then?
