Recently I had one key that would periodically not start the car.
The other key always starts, some times the security light comes on.
Should I replace the ignition lock cyl, the keys, or both?

You could try using an eraser to clean the pellet on the key but most likely your contacts at the outer end of the switch assembly are wearing out. I understand you can replace them seperately from the ignition itself but I'm not sure.
Oh yeah, also if the contacts don't touch each other properly, your security light will be flashing at that time....not on steady
