Default F45 Shocks Under Tension?

I removed one front F45 shock and was surprized to discover the shock required no large amount of force to compress or expand. I thought I would have to use a shock compression tool to remove it. In re-reading the shop manual, I see that only the heavy duty shocks (FE3) require the J 43822 shock compression tool (or zip ties for me). So I suspect that not experiencing any tension for the F45 shock is a normal operating characteristic when not connected to the computer/control system. Am I correct or has the the shock completely failed?

Did the shock appear to be leaking?

When it comes to shocks, I thought hard to compress = good

When I pilled my f45 shocks out they had no pressure and no leaks. Z06 shocks in now!
