I have an 02 Z06 and it won't start. It has a brand new battery on it and when I turn the car to on everything comes on but when I turn the key all the way over to start the engine everything shuts off. I don't know if I have a short somewhere or what. The car doesn't make a ticking noise from the starter or anything. Anybody ever had this problem and a solution?

Check your battery cables for security. Pull codes...
Do you hear the seat beat chime or the fuel pump pre-load? As lucky said check the cables and codes. Also, try cleaning the security chip contacts on the key with a pencil eraser.
The only codes that came up were for my traction control system, which i need to fix. Other than that nothing else. I do hear the fuel pump come on too.
When you turn the key to START/CRANK,,,the ignition switch turns OFF a lot of things. It reduces loads on the battery and protects delicate electrical systems from excessive voltage variations. Thats what your seeing. Have some one attempt to start the engine and you, whack the starter with a plastic mallet.
I bet it will start.
On another note,,,as Lucky stated,,,battery cable integrity is CRITICAL. Each terminal must be clean and torqued to 11 ft/lbs. (97-03 C5's)

HAD THE SAME PROBLEM LAST WEEK,AND FOUND OUT THE STARTER SOLENOID failed. It's not that tough to change yourself,if you have some basic mechanical skill.Check DIY threads on installing a starter.Cost for starter $220.00.
I had the same issue a couple of months ago. My issue turned out to be a broken shift cable, that kept the tranny in a gear that was not Park. ( I have an A4). After toubleshooting with the help of a forum member, we found the issue.

good point clif...I remember that ...except the OP has a ZO6....so it's a manual.
I guess we all own c-5's I had the same problem in December. I checked everything I could, because I could not test both sides of the starter fuse, I pulled it, showed very little corrosion but when I put it back in problem resolved. Generally batteries and starters provide so warning prior to failure, not always but probably 99% of the time. Check cheap things first.
I pulled the starter out and took it a local autoparts store to have it tested. It worked but sparked really bad as it was running. The clerk at the store said that would cause it not to turn over, along with the corrosion on the connectors. Could this be the cause of the car not starting?
They put it on a tester and as the guy pushed the button to turn the starter over a spark would come out of the ground connector I believe. The clerk pulled over two other guys and they tested it again and said that the spark was jumping between connectors. They suggested since there was alot of errosion on it that i could prolly clean up the connectors and id be in good shape, but with 135,000 miles im wondering since i have everything apart that i should just buy another one. The guy also said since erosion comes heat and thats why the car wouldn't turn over.
Unless the clamp on connections are TIGHT,,,,yea,,,it may spark when it draws 300 amps. Clean up the connections and make sure that you have a good connection. The main wear part of a starter on a C5, is the solenoid. if its bad,,,,the car will NOT start.
Also two ago when i went to start the car it just make a single click noise and wouldmt turn over. Then it finally turned over and ran fine for a day then again wouldnt start, and once again finally turned over. But the other day when i drove home and went to leave nothing, no click or anything. I have no problem turning my key in the ignition.
