When I tunred my headlights on last night the drivers side only raised half way while the passenger side came all the way up. I checked the motor for loose screws/bolts and found nothing. With the headlights turned on, I tried raising the light manually and met to much resistance. You can manually lower it just not raise it. I need some advise on what maybe the problem and a possible solution on repairs.
Replace the gear inside - easy to do. Replace it with brass gear from Rodney Dickman (www.rodneydickman.com) not with the original plastic gear. I bought mine from Rodney in EBAY - and replace them both left and right side.

Mine have been working for years with the brass gear from Rodney. The gears may also come with instructions too, I can't remember. very easy to fix. Just take your time and reassemble correctly and you will be fine.
P.S. certain earlier model years of the C5 came with the gear covers screwed on, which means you don't have to split the cover and epoxy it back together, which is not that big of a deal. On my 99 it was the screwed on type which makes it slightly easier. just in case you see that step in the instructions.
Another note to consider is in case you do this now, is don't raise the headlamps while cruising at high speeds. the shock of the air resistance is hard on the gears for future note. Good luck
