You can also pick fobs up on E Bay. Make sure you get the correct ones for your model year. The fobs transmit to the Door Lock Receiver which is shared with the TPM system. The older cars pre 2001 operate at a different frequency to the newer cars. Your 03 uses the later fobs

1. Turn the ignition to ON.
2. Turn the radio to OFF.
3. Press the RESET button in order to clear any IPC warning messages.
4. Press and release the OPTIONS button on the DIC to scroll through the display options until the IPC display is blank.
5. Press and hold the RESET button for 3 seconds.
6. Press the OPTIONS button until FOB TRAINING message is displayed.
7. Press the RESET button in order to begin the programming sequence. The message HOLD LK + UNLK 1ST FOB will be displayed.
8. Simultaneously press and hold the LOCK and UNLOCK buttons on the first transmitter for 15 seconds. The IPC will indicate when that transmitter is programmed and when to proceed to the next. Repeat this procedure for each additional transmitter or press the OPTIONS button to exit.
Yes, the dealer can cut a key just using the VIN but they are a bit pricey.

You can get a replacement key at places like Lowes but you need one with the correct VATS pellet.
The pellet on the key is a specific resistance value. When you turn the key it sends a signal to the BCM which turns on the fuel and lets the car start. If the pellet is wrong it wont start.
To check your key value:
Set your digital volt meter to “ohms mode” and measure the value across the pellet.
The 15 resistor codes are:

3 0.681 (acceptable range .650-.728)
4 0.887 (acceptable range .850-.942)
