So tell us what exact symptoms you are experiencing. Column Locked? Fuel Shutoff when you try to drive it? Does the column lock with no key in the ignition? Have you been having battery related problems? We can't guess what is happening and help you. By the way low or bad battery or loose or dirty battery connections are the MOST common cause of the column lock symptoms.
I see from your profile that you have a 99FRC so that tells me it's a manual trans which is a start.
Eventually you will need to know what has been done on the previous recalls. In ordeer for the CLB to work properly you need to remove the mods that GM made. You should not need to get the fuel shutoff reprogrammed unless you want to. The CLB will successfully prevent that from happening>
Sorry...yes I am a slow learner....I have had the harness replaced and had the re-programming "fix' both by the dealer. This morning turn on ignition....Service Column lock" comes up. The locking plate has been removed so the steering column will actually turn. But...2 MPH and the fuel cuts off.
The sticky is unclear or I'm just being stupid..see slow learner above....
My question is ...do I need to re-progam the fuel cut-off to 200 MPH as well as doing the aftermarket fix???

Reprogramming the fuel cutoff will get you going again most likely. The 2mph cutoff was GM's attempt at security when the lock was disabled.
I suggest that you get and install a CLB. It will avoid the fuel shutoff but is not a 100% guarantee. If the CLB were to fail, then the column lock system will again shut off fuel on you. However the CLB's have been an extremely reliable solution and I have only ever seen one post where the poster claimed the CLB had failed. If you want to have the fuel shutoff set to a high number by all means do so but it is not necessary if you are going to install a CLB. Find a tuner that has either HP Tuners or EFI Live tuning software and have them set the fuel shutoff speed to high number like 200mph. Cost will be around $100 (US).
Here are two things that you need to do to be able to install a CLB and make certain it works. One of two additional things have been done to your car. Either a GM K Harness has been installed or a purple wire in the passenger footwell has been spliced into a relay.
If you have the GM K Harness you need to disconnect both ends of the K Harness and then install the CLB.
