OK...back in business.
Checked all the fuses in the underhood fuse box.
All related to PCM registered voltage. Only those related to horn/lights/etc had no voltage.
Which (specifically) fuses am I checking (fuse numbers)?
You showed the EBCM...am I supposed to pull the connector and check voltage there?

Not to belabor the point, but I've never seen the internal contacts on an ignition switch look factory new, even in some low mile cars.
Just so we are talking about the same thing. You actually disassembled the ignition switch(in a manner like Bill's repair thread)?

Here is the reason he is getting Radio NO COMM because of
No comms on Radio...is that because I replaced the head unit with an aftermarket stereo?
YES....
I suspect you should continue to follow Bill's line of troubleshooting.

Removed both battery terminals, checked and cleaned
Checked Voltage before reinstall: 12.3 V
Reconnected Battery to specifications..same messages in DIC return.
Tried to reset TCS....continues to read NO COMMS
Same three codes continue to set after reset.
PCM P1571 H C
TCS NO COMMS
RTD C0710 H C
SDM U1040 H C
RADIO NO COMMS
Checked Voltage before reinstall: 12.3 V
Reconnected Battery to specifications..same messages in DIC return.

For a module to have NO COMMS, it has to have one or more of the following issues:
NO 12 VDC "hot at all times power"
NO 12 VDC "hot in run and start power"
Damaged comms wire
Damaged ground
Check the fuses for the EBTCM.
Check the grounds for that module.
Check the serial buss data line and the STAR Buss connectors:
NO 12 VDC "hot at all times power"
NO 12 VDC "hot in run and start power"
Damaged comms wire
Damaged ground
