OK...back in business.

Checked all the fuses in the underhood fuse box.

All related to PCM registered voltage. Only those related to horn/lights/etc had no voltage.

Which (specifically) fuses am I checking (fuse numbers)?

You showed the EBCM...am I supposed to pull the connector and check voltage there?

Based on the codes you reported, my money is on the ignition switch. I would inspect it before going any further. The no radio comm is the dead giveaway, coupled with a P1571 code.

Pulled the ignition switch apart...did not notice anything out of the ordinary and the ignition functions as it is supposed to.

Now what???

Not to belabor the point, but I've never seen the internal contacts on an ignition switch look factory new, even in some low mile cars.

Just so we are talking about the same thing. You actually disassembled the ignition switch(in a manner like Bill's repair thread)?

Here is the reason he is getting Radio NO COMM because of

No comms on Radio...is that because I replaced the head unit with an aftermarket stereo?

YES....

I suspect you should continue to follow Bill's line of troubleshooting.

Reconnected Battery to specifications..same messages in DIC return.

Tried to reset TCS....continues to read NO COMMS

Same three codes continue to set after reset.

PCM P1571 H C
TCS NO COMMS
RTD C0710 H C
SDM U1040 H C
RADIO NO COMMS
Did you ever solve the problem with these codes? I'm throwing these codes after battery died and recharged it. Reset DIC and codes keep coming back.

Update please.

For a module to have NO COMMS, it has to have one or more of the following issues:

NO 12 VDC "hot at all times power"
NO 12 VDC "hot in run and start power"
Damaged comms wire
Damaged ground

Check the fuses for the EBTCM.

Check the grounds for that module.

Check the serial buss data line and the STAR Buss connectors:

Default P1571 along with TCS No COMM

I'm having this problem, and this 9 year old thread is being helpful AF.
Thanks to Bill Curlee for the great diagnostic advice. (Would be nice if the OP would have chimed in with their solution, though).

I'm off to check grounds.
