Default Cruise Control access panel nut

Can't find a way to get off the washer type nut that holds on the panel under steering wheel to get at the cruise control switch.
Pliers, wrench, or what?

Post #49 deals with multi function switch.
I am talking about the plastic closeout panel under the steering column that after removing gives access to the cruise control switch that is activated by the brake pedal.

Someone must have taken this washer bolt off to get at the cruise control switch!!

It just pulls off-you need to sort of "wiggle' it,while pulling down on it, (with your fingers above the plastic) and you're going to have to pull pretty hard.

Putting it back on is a piece of cake-it pushes right back on-but taking it off,not so much
