Remove the rear tire and wheel. Refer to Tire and Wheel Removal and Installation in Tires and Wheels.
Remove the bolts attaching the wheelhouse liner panel.
Remove the wheelhouse liner panel.
Remove the nut from fuel door release cable.
Remove the fuel filler door. Refer to Fuel Filler Door Replacement .
Remove the screws mounting the fuel pocket.
Remove the fuel cap.
Remove the screws and the filler neck from the pocket.
Remove the fuel filler pocket.
Installation Procedure
Position the pocket.
Install the screws attaching the filler neck to the pocket.
Install the fuel cap.

Use the correct fastener in the correct location. Replacement fasteners must be the correct part number for that application. Fasteners requiring replacement or fasteners requiring the use of thread locking compound or sealant are identified in the service procedure. Do not use paints, lubricants, or corrosion inhibitors on fasteners or fastener joint surfaces unless specified. These coatings affect fastener torque and joint clamping force and may damage the fastener. Use the correct tightening sequence and specifications when installing fasteners in order to avoid damage to parts and systems.
Install the bolts attaching the fuel pocket. Tighten
Tighten the fuel filler pocket bolts to 2 N·m (18 lb in).
Install the fuel filler door. Refer to Fuel Filler Door Replacement .
Install the nut attaching the fuel door release cable to the pocket. Tighten
Tighten the release cable nut to 2 N·m (18 lb in).
Install the wheelhouse liner panel with the upper outer attaching bolt.
Install the remaining upper bolts.
Position the lower front corner of the wheelhouse liner panel behind the door opening finish panel and install the attaching bolt.
Install the remaining wheelhouse liner panel bolts. Tighten
Tighten the wheelhouse liner panel bolts to 2 N·m (18 lb in).
Install the rear tire and wheel. Refer to Tire and Wheel Removal and Installation in Tires and Wheels.
Those install instructions were great, but not exactly an answer to your question. Maybe it's the area surrounding the filler neck? I don't know under which circumstances one would need to replace this part.
