Picture is in the right rear fender well with the liner removed. You can see the passenger side muffler behind my hand. I need to know what part it is that completes the line I am holding in my hand. I know it goes to the fuel system as it vents gas fumes. I suspect it has to do with the fuel vent solenoid and routes through the mounting bracket just above my hand then goes to a breather that mounts on the quarter panel support bracket that is seen in the second pic off to the left. I have been on the phone with several parts people and have yet to have any success in describing the part and getting a good part #. I even ordered something from gmpartshouse.com over the phone after describing it and received the incorrect part. I have also done quite a bit of searching on here and found nothing. Needless to say I am very frustrated. Any help would be appreciated.

First: I had to look in your public profile to see if you listed what year model you own. I see you list a '99. Fuel/emission related parts often vary among the different model years of C5s.
Assuming that the pictures you posted are indeed of your '99 (and not some other model year or a buddies car), it appears to me that you are missing the fuel tank vent.
It appears from that picture that the "hose" or "pipe" in your hand is either damaged/cut/taped off on the end?
In pic #2 I see what appear to be cracks/damage in the tub so I can only assume there has been some damage or fender/wheelhouse replacement involved at some point. It's possible whoever did the "repair" saw fit to not bother to replace the damaged/lost tank vent valve. Not uncommon from many shops looking to make more money since, after all, this stuff doesn't show when the car gets delivered back to their customer, right?
fuel tank vent for '99 = #10298121
From what I can tell, a new fuel tank vent valve will come with a new hose (pipe) already attached to it.
That "bracket" ("mounts over here"?) is what appears to actually be a "panel brace" as listed by GM and has a corresponding twin over on the driver's side. Apparently this "panel brace" on the right side just happens to be used by GM to also mount the vent valve. I'm curious as to the other bracket/clip directly underneath that circular-shaped clip. It appears to be one of the mounting points for the wheelhouse liner.
Btw, if you have access to it: Shop manual page 6-1120 illustrates this.
Thanks for the help. It is my 99, and it is me who caused the damage. I had a tire come apart at Road Atlanta during a DE that did all that damage and so I'm in the process of repairing it. Ive never had the fender liner off so that's why Ive never seen the part. I plugged the line with a screw and wrapped it with tape so it wouldn't vent gas fumes everywhere. Thats kind of a fire hazard.
