The LOC refers to the Theft-Deterrent feature on the radio.
I assume the little red light was blinking on it before the old battery died. Either you or the previous owner activated the THEFTLOCK by putting in some secret code number from 000 to 9999.
If you know the code, the owners manual, page 3-28 for my 99 has the directions to unlock it. If you don't have the owners manual, either e-mail me or post here and I'll type them - I'm too lazy :nopity to type them now.
If you don't know the code and can't contact the previous owner, I don't know if there is a way around it. Good luck.
I figured that it was a theft deterrent feature. I did buy the car used so I'm not sure if the previous owner wrote the code down. I'm going to check the manual. The dealer has a back-door feature that will reset the unit and allow you to re-program the code (or opt not to set one.) I.E, the problem is fixable even if you don't have the code.

Do a search for past posts on this very item. You do not have to pull the radio to get the back-up codes. You do have to have a dealer who will help by not charging an arm and a leg to do a simple phone call to get the unlock code. http://forums.corvetteforum.com/zerothread?id=273463
