Did you lift the end of the spring to relieve the pressure on the bolts?

liquid wrench over night, following day use a large vise grip on the pad side of the bolt. Be sure the spring has no pressure on the bolt or it will not move

If the bolts are seized then try and find areo kroil. It's the best penetrating oil that I have used and that's what they use at caterpillar dealerships. They have tried them all and stuck with that for a lot of years. Hope you get that thing lowered, they look damn good that way

I also sprayed WD40 on the control arm where the rubber contacts the arm. It will get under there beleive it or not and makes it alot easier to turn once you get the bolt freed up!
