Default Jumping fuel pump problem

I have my motor and drivetrain out waiting on a new setup. I am installing a fuel system next and want to jump the pump to drain the tank. When I go to jump it I get nothing. I checked the cables with a voltmeter to make sure power was going from the battery to the fuel pump relay and it is. I get no power turning on the ignition also. I'm assuming there is a ground or something I disconnected taking the motor and drivetrain out that is causing me problems. Can anybody help me out? Gotta get this tank empty so I can drill it.

Thanks

You could take off the inside fender well of the left rear and apply juice directly to the pump (gray wire).

That will empty the left side anyway.

Yes. The ground is on the left rear framerail, behind the left wheel. It is a stud, and needs to be disconnected to drop the drivetrain.
