Default Telescopic Steering problem

The telescopic steering hasn't worked since I bought the car a couple of months ago. (Y2K convertible). When I pull the switch toward me, I hear a relay sound. When I push it away from me, I hear nothing. If I push or pull forcefully while operating the switch, I get nothing. Yesterday, my check engine light came on and I pulled B2860 code in my DIC. It hasn't done that before. Suggestions?
PS: How do I remove the driver's side under-dash panel?

The usual causes of the telescoping steering wheel problems is the blue 7-pin connector at the bottom of the driver's seat to car interface. The SCM controls the telescoping function and memory for it. What I've seen is lose pins/sockets there. The B2860 code I didn't see on the usual seat but I believe it too is associated with the SCM. So, check those connectors for tightness and cleanliness, insuring the carpet isn't wet there where they lay. Also check the fuses in the passenger footwell...all of them.

UPDATE:
I pulled the under dash panel and the knee protector, and scoped ALL of the wiring involved with the telescopic steering. Also checked switch function - everything checked out OK. Then I pulled the driver's seat out and inspected the wiring and found discontinuity in three wires. I spliced them , re-wrapped the wiring with fresh tape, and plugged everything back in. Telescopic steering now works flawlessly. Sure wish I'd pulled the seat FIRST!!!

Fuses were good, carpet was dry, connectors were good and clean, But wires had opens. I had already spliced the wire that was obviously broken, but upon a half day of troubleshooting, I found two more. Can't blame squirrels for this one, though they ate the wiring out of my Tundra, my RAM, and my camper!

Cool! Yeah, those connectors aren't the best in the world. The pins and sockets do get lose.

Hello, been lurking and would like to see if you had the part number for your drivers seat wiring. I am missing my telescopic steering connector from under the drivers seat. I am trying to look up the correct part number.
