I have a 25% under drive balancer on a manual car and I have noticed the cooling, charging and power steering are all affected at idle, and not in a good way. I also don't notice any power change. You can still decide for yourself though.

I have a powerbond 25% under drive pulley and have not noticed any difference in cooling or charging, can't say whether or not it improves performance. Logic says it will because it has less mass then a stock.
