Electronics don't mind getting wet, just when energized they will have issues. Static discharge will nuke chips/ boards if you aren't careful though.

Not sure what exact codes you are throwing to put you into the "Reduced Power" mode but I can tell you when this happened to me I lost one leg of the throttle control outputs. The water shorted out this signal on the PCM and TCM. The modules maybe sealed but high levels of water will get into the connectors and associated signals. The TCM was replaced strictly as a preventive measure while the PCM had damage to the throttle circuits. The PCM was replaced and the car was back in action. Just my experience with similar deep water conditions. Good luck.....
