Default Headlight closes too far. doesn't sit flush

Well i tried adjusting it when it's closed and get it fllush. Well when you open and close them again it goes back to being down too far. If i redo the adjustment and get it flush again if i lightly push on the front of the cover it goes down easily and back out adjustment. I'm not sure what the issue here is ~Cole~
