Sorry I'm misunderstanding or something. You say you turn on the fog lamps and a turn signal which in-turn causes the headlamps to come up? The fog lamps will not turn on unless you turn on the headlamps. The headlamps will turn on either via the switch or the twighlight sentinel(if equipped). Assuming you are turning them on via the switch, the headlamps will come up if you are selecting the parking lamps only but the headlamps will be out. This will allow the fog lamps to run. Now if you rotate to turn on the headlamps themselves, then back off again, this should lower the headlamp doors but leave the parking lamps on and fogs if you turned them on. Hope I didn't get that backwards for you and if so, someone will jump all over my case about it. I'm injured and can't get out to my car to verify...sorry.
