you should be able to get to 450 crank hp with a head/cam swap and the supporting bolt ons for a lot cheaper than building a stroker.

A new rotating assembly with forged crank, new rods, and matching pistons/rings will cost you $1,800 + $200 to balance it. Add in a new camshaft $400, new oil pump $150, new timing set $100, and a new main stud set $200, pan gaskets $180. That will be enough to bolt together a forged, stroked, short block, assuming you don't need any machine work done.

You will always need machine work when assembling a new engine. Which cost about 1500-2k machined and assembled

A 408 stroker short block assembled will run you about 4500.
