Default Crazy O2 sensor issues.....

I know there are many O2 sensor posts on the forum but I have not seen any quite like my issue over the past few months I've been dealing with it. I have a 2002 ZO6 with 44k, that's been pledged with p0134 and p0154. Through some poking around with a DMM I found that the heat circuit is just fine with a solid ground from pin C and 12V from D. The issue is with SIG hi and lo. I am getting 4.5V from SIG hi (pin B) and 4.9V from SIG lo (pin A). SIG hi should read 0.2V and SIG lo should read 2V, correct? There are no shorts or breaks or any damage to those particular wires because I removed and inspected that section of harness. This made me think that my PCM was bad. So I replaced it. But the car is still doing the same crap. So this makes me think that the PCM is getting some weird kinda in put somewhere that is cranking the voltages way too high, but the car runs fine so I wouldn't think it's coming from a place that effects anything else too much. Any ideas why I'm getting that kinda voltage??
