Default O2 Sensor mV issue (Electrical guru's step inside)

I've got an issue with my B2S1.

I was running an OLSD tune for a while and with the latest round of mods, I wanted to clean up the burnt harness wires to allow me to run a CLSD tune, so I did some cleaning. I bought some new pigtail harnesses and new NGK sensors. I soldered all my connections. The B1 sensor is responding and fluctuating like it should. The B2 sensor is stuck in the 4xx mV area and isn't fluctuating.

I've verified that the end of the pigtail that I soldered into the factory harness is getting power and ground. I've also swapped out 2 different sensors that were on the car previously and the mV still doesn't respond like it should.

What do you guys recommend I do next? Should I check continuity from my solder points to the proper pin in the PCM?

UPDATE:

I had to employ the help of my pops and we figured it out.

I guess somewhere behind where I had soldered the new pigtail on it, the tan and purple wires, which are the high and low signal wires, got burnt or damaged somehow. What we did was check continuity between both PIN 26 and PIN 66, which is the low and high signal inputs to the PCM, respectively, and the end of the harness, and there was a break in it somewhere. I cut each wire going into the PCM and soldered new wire all the way up to the end of the pigtail and I'm back in business.
