Turns out the problem is the connector between the TAC and the TB. Its the plug that goes into the TAC. So does anyone know how to fix that. I unplugged it and repluged it in a few differnt ways and it will start to work just fine and I see my scanner tells me the Conn between Tac & TPS1&TPS2 Agrees. Please help me

Can you see any corrosion or other issues in the connector? If it is just moisture lingering, douse the whole area with wd40 and see if it displaces the water.
I would test for continuity though it with a multimeter.
I will check to see if there just water laying around granted the plug has been drying out for about 2 weeks. Also as far as checking with the MM I will do that tomorrow and see if any other problems are there. As far as a plug end have you ever herd of anyone cutting the end of the plug off and replacing it?
That would be the LAST thing that I would do!!!! Break out the meter and start checking stuff. Examinr the connectors and wiring. Check the condition of the male and female pins. The female pins can spread and not make contact wit the male pins.
If your in Reduced Power,,, the motor will NOT respond. If the resistance of the TPS id not correct, you will be in reduced power. Have some one clear the codes and messages while you watch the Throttle blade. Does it move or errect? Is it ridged in place or is the throttle motor dead???????
Lots of things to check.
Look at the schematic and check the fuse and the 12 VDC power to that fuse. Measure it to ground and make SURE you have 12 VDC on that fuse!!!!!!!!!!!!!! The voltage is supplied by the ignition switch SO,,, it could be compromised! There are tesy slots on top of every fuse!
You can use a metal pick and adjust the FEMALE pins to make better contact with the male pins. The PLUG should ONLY FIT ON ONE WAY!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! !!!!!!!!!!!!!!! DO NOT force it on the other way!!!!!!!!!!!!!!!!!!!!!
ok heres whats up today with her. I unplug the C2 plug from the mod and replug and it will run just fine once in a while. So i decided to check the wires. when i did so I did a cont test from the TAC plug to the TB plugs and they all worked and not one was grounding its self. What to do next any ideas?

Theres more to a PLUG than just plugging it in. Is it making proper contact?????????????????????
Examine ALL the pins.... Especially the FEMALE pins MAKE SURE that there NOT spread or damaged.

Well,,, I went to work on my C5 Z and I had a brain storm. Theres a very common problem that you may have. Follow the engine wire harness on the driver side of the engine. It runs down the intake manifold to the back of the engine. Where it goes down the back, it runs around a black metal bracket. That bracket may be cutting into that harness and causing your issue Carefully check that harness for chafes or cuts:
