clb installed just minutes ago...SAME DAMN ISSUE!!!
so heres the deal...i finally have time to spare and decide im going to install the CLB on my '99 c5. it was a simple install and with info on line there is no excuse why one cant do it him/her self...VERY EASY TRUST ME!...anyways still the same damn problem...car shuts off at 2mph mark so either i missed a step(doubt it!) or there is something serious going on here ...IF ANYONE OUT THERE HAS ENCOUNTERED THIS ISSUE EVEN WITH THE CLB INSTALLED IM LOOKING FOR OTHER OPTIONS BEFORE I THROW BIG $$$$ AT A SHOP...BTW THE CARS COLOMN NEVER LOCKED BUT DID GET THE WARNINGS ON THE DISPLAY...
Well mine did lock, I got the wheel free then installed the clb but it wouldn't eliminate the service message or the 2 mph fuel shut-off. Got a tuner to bump the shut off to its max value (256mph if I remember) and: Mission Accomplished

USe the DIC and read and post the DTCs. Also observe your security light and report what its doing .
Yea reading the column lock sticky i saw it was suggested to do.i guess i should have kept reading the first time so that i didnt waste peoples time but i do appreciate the response...almost considering a swap for a c6...
Remove the CLB and make sure that column lock motor still works. Then use the power harness that came with the CLB and make sure that the CL Motor retracts the lock bolt. You should hear it retract and the steering wheel should be able to move with the key out of the ignition.
My CLB power harness came with a bad fuse and I had to replace it before it would work properly.
Mine came from CORVETTES OF HOUSTON with the cigarette lighter power source. I used a combination of the clb instructions and this for the images (offering an optional manner of removing fuses) for the installation... http://www.ls1howto.com/index.php?article=24
Maybe the fuse removal would work for you. I thought it was more steps.

BC i have to admit i think its the frustration of haveing a full tank and not being able to drive her. i too prefer the c5. im actually building a f5 gtm so the c6 is not an option but id love to have one too
If it has the 2mph cut-off means that it had the factory recall, are you sure you removed the K- harness when you installed the CLB? It must be plugged into the end of the harness that is attached to the metal bracket under the dash.
Mine also had a bad relay in the passenger side footwell.
