I changed my original air filter annually. I changed the fuel filter along with everything else at 25k when I got the car as a precaution and will probably do it again at around 75k.
Change the air filter when it gets dirty regardless of the miles/date of last change. Hold it up to bright sun light. You might be able to remove some contaminants with a light tapping.
"...without serious pollution"? Driving in British Columbia has little to do with it. Anything in the air flow or off the road may end up in the air intake (moisture/bugs/dust/leaves, etc) just as it does in the radiator and a/c cores.
Changing the fuel filter should be by the owners manual recommendations...25,000-30,000 miles is what I recall unless you have a very late '03 or '04 with the filter in the fuel tank.
If this is a new car (to you), it wouldn't hurt to change all filters and fluids just so you know it's been done.
