Here's my problem...I was biten by the column lock bug this weekend so I disconnected the negative battery cable, pulled both PCM A & B fuses, and pulled BCM fuse 25. I then took the 6 month old battery to the parts store to be tested and it passed their load test and showed a 95% charge, so they charged it to 100%. I then put everything back together again and I still get the "Pull Key Wait 10 Sec" message....followed by the "Service Column Lock" message. I repeated the above steps numerous times to no avail. So my question is even though my column unlocks (i can actually turn my steering wheel) will installing a CLB keep my fuel from being cut off?....or will i have to take my car to the $#%^! dealer first?
That helps a lot. Tells me that you likely have a GM K Harness installed and that the relay portion of the K Harness has failed. We should be able to get the car driveable pretty easily.

No GM K Harness has been installed. I refuse to take my car to the dealer so i don't have ANY recalls done.
Check your PM's again. If you are experiencing the fuel shutoff as the first post indicates, then some type of column lock work was done by the dealer. The 2mph fuel shutoff was not set at the factory. It resulted from a dealer flashing the PCM with an image that has the fuel shutoff set to 2mph.
Get a copy of the GMVIS for your VIN and look at the service history for reference to 01044, the predacessor of the NHTSA forced recall.
Interesting....cuz my car was at the dealers just twice, one time back in '03 for a new tranny install (done under warranty) and again back in '05 for a IPC replacement (also done under warranty). Both times i instructed my service addvisor and the mechanic (whom I know) not to flash my PCM becuz of my dyno tune. Each time the car was return it ran as if nothing changed (tune wise). So could it be possible for them to have flashed the PCM w/o affecting the tune?
Car had neither a GM K Harness nor were any of the fuses blown that can affect the Column Lock logic in the BCM. The conclusion was that the microswitch in the lock motor that responds "complete" to BCM commands had failed. Installed a CLB and the car is driveable.
