It's for the HVAC doors. It should be plenty long enough. Make sure you didn't leave a piece sticking on the back of the manifold.
Specifically, it's the vacuum source provided to the reservoir, and is in turn, used by the A/C (and AIR pump depending on the year)......and no, the hose is not long enough, which leads to it being snapped off during an intake manifold removal. Extending the length with a union and piece of vacuum hose, will make installing the manifold much easier, and ease removal in the future.
Lucky is right (as usual) about needing to extend this. GM built precisely ZERO slack into this line and it's very easy to break when removing the intake. The line used from the factory is a bit brittle to start with; it's not the flexible rubber line you'll probably add onto it. The poster above that said his was fine probably had his line extended by a previous owner as this is a very common mod for anyone who removes the intake...

Go to ADVANCE Auto, NAPA or AutoZone and one of them will have a NYLON VACUUM LINE repair Kit. It comes with line and sleeves.
Heres what I did to lengthen mine to make fitment easier when you reinstall the manifold. NOTE! NONE OF THEM form the factory is ever long enough to malke the job easy of effective. Ive seen GM Technicians have to remove and reinstall that manifold 3-4 times JUST to make that damn hose stay on correctly. just lengthen it and be done with it!
Your also missing the 90 Deg rubber fitting, unless its still on the back of the MAP Sensor fitting
