Default Windshield wipers not working!

So my windshield wipers started acting crazy a couple of months ago, they would keep running when i turned them off until i pulled the fuse. I did some research on the forum and learned that i needed to clean out the udders, i did that and they were plugged up btw. Everything seemed fine after that, they worked liked normal again. Problem solved i thought. We'll maybe a month later when i went to use the wipers, i got nothing! They were completely dead! I checked the fuse, it's good. Do i have a bad motor and how can i test it to see if it's bad? Don't want to throw parts at it. Thanks for any help.
