Power surge at engine start

The only way that can happen without throwing DTCs or going into reduced engine power is YOU HAVE AN AIR LEAK after the TB.
Unless your presing the accelerator during cranking,,, it cant be a throttle problem. If the throttle is stuck open, the error signal would set a DTC and put it in reduced power.
See if you have any DTCs.
Pull off the air ducting and see if the Throttle blade is close to being shut. (It doesnt sit fully shut) Start it with the ducting of and see if it does the same thing and see if the TB remais closed.
