Depends on what year you have.

Should be plugged into the side of the intake tube connecting your air filter to the MAF. Small sensor in a rubber grommet. I would take a picture but I have an 04 and it is different.

You might also want to take a look at the two wires on the connector, one or both could be broken, losing continuity to the sensor.

Are you getting any codes ?? reaon i ask--that IAT sensor is a joke--I would check the reading with any scanner to see what temp it is stuck on or reading--It is supposed to read "incoming air temp"( outside temp) and adjust timing based on that--However it doesn't---What happens it reads
"underhood air temp" and that is always super high---when driving in the city its common for it to read like 160* where it has a -10* decuct in timing---these cars only run WOT at about 20* so basically it's taking 1/2 of the timing OUT----making it a real dog---LOL
Most tuners adjust the IAT table in the ECM to compensate for this false reading

My '01 (all stock) doesn't have any pep or at least not as much as I thought it would. I'm using the oem air intake with the zip tie mod, could the car be sluggish because of the IAT sensor pulling out too much timing? If so whats the best way to correct this?

Get it tuned !!! Not a handheld tuner as they don't utilize the correct tables for these adjustments---If you can get a hold of any basic scanner--you can see the actual FINAL timing after the deducts and the IAT stemps shown-- Most C5's end up with less than 20* timing at WOT !! Have your tuner -adjust or delete most of the IAT deducts.
Typically I will remove ALL the IAT deducts in the WOT fuel ranges
(.52 grams and up) up to 122*---- after 122* to about 167* I wil remove about 60% of the deducts from .52 grams on up-
ALSO with any air intake mod--the increased airflow can make your P/T fuel ratio lean--but the ECM will correct this usung your 02's and make the changes via your LTFT fuel trims--HOWEVER at WOT that positive fuel % additon is also transferred to your WOT fuel as well as a safety--For example if at P/T your ECM is adding 5% fuel to correct for the leaness coming fomm your intake mod---It will add that same 5% to your WOT as well !! making it pig rich and lazy--Even a 5% addition of fuel at WOT is HUGE !!

Best wy is to go to the EFILIVE website---You can download a FREE demo version from the home page which is exactly what we use-You won't be able to read ot load tunes but you can see the complete software---The IAT deduct table in EFILIVE is B5911 --Kinda hard to copy and paste so this is the esiest way to show you--
PS : most likely it's in metric so the temps are celcius--BUT go to on top left of page --click on "EDIT" then click on "configure didplay units " and it will walk you thru the rest to change all to farhenheit and Imperial (US)
