Yes. Unless I'm mistaken (the info should be in the link I gave you) that switch panel is bolted into the back of the cluster with two torx bolts. You'll need to remove the cluster to gain access to the back to replace the bulbs. My understanding is that OEM bulbs for that panel are difficult to find, the link I posted tells you how to replace it with LED's. Alternatively, a new switch panel is around $40. You might consider just replacing it.
