Mine locked, and I tried almost all the suggestive fixes. I removed all the steering column panals, checked all the harnesses, etc. and still could not get it unlocked. The last suggestion I did was tap the column lock box with a hammer and walla, it unlocked. I unplugged the steering column harness, installed my BLM, and no more problems.
I am currently going through this same situation.. My steering wheel doesnt lock but I am getting the fuel cut. Called the dealership and was informed they performed the recall on my car so that is why the steering wheel isnt locking but its still getting the fuel cut... I am getting ready to order the CLB hoping that will fix the problem. THe tech at the dealership also said to get into the fuse box in the passenger side and pull fuse 25 and 29, wait a couple mins and put them back... he said that may reset it

You can pull the driver's side knee panel and look to see if you have a CLB installed. If you don't have a CLB you can call your local chevy dealer to see if a recall was ever performed (just give them your VIN). Even if you do have one of the GM recalls I would strongly recommend getting a CLB. The recall fixes are pretty much worthless...
CLB does NOT fix the fuel shut off. It will keep the BCM happy with responding to lock and unlock commands that the BCM sends but if the battery goes low with a CLB installed you WILL STILL experience the fuel shutoff. Only fix for the fuel shutoff is to find someone with either HP Tuners or EFI Live and have them set the fuel shutoff speed to a high number like 200 or 255.
I'm aware of that... and that really bothers me. I really hope I don't end up regretting buying a corvette over something so ridiculous. I can't believe there's not an easier and more definate fix to this issue. I dont know anyone with HP Tuners or EFI Live so I guess I better always make sure my battery is good... or else I'll be stranded... again.
