My 01 Z06, 38,000 miles, started having electrical issues a couple months ago. Started out with the dash lights and parking lights blinking. The DIC showed numerous codes, low power mode was triggered among other faults. Based on a number of posts on this site (thanks Bill Curlee and Lucky) I've cleaned the ground contacts and the electrical connectors at both doors. The blinking has stopped and all codes except one are gone.
The last symptom that I cannot get rid of is that it takes about 2 minutes for the DIC to come to life and allow the car to start. I'm still getting a RFA U1064 code. The car will start and run fine if I allow the two minutes for the DIC to come to life. Any advise would be appreciated.
If it were me,, I would read this POST and clean your ignition switch. If nothing else,, use it to figure out how to read the HOT in RUN & START fuses for the IPC.
I bet you will find that when the DIC does not come on,, the HOT in RUN & START voltage on those fuses is LOW due to a dirty contact inside the IGNITION SWITCH.
Give that theory a shot. Let me know what you find. If that isn't it,, I have some other stuff for you to look at!
Bill, I checked the voltage at the fuses you suggested both in the failure mode (i.e. the 2 minutes or so before the DIC comes on) and then again after the DIC powered up and the engine could be started.

ENG ING1 Fuse #19 0.00/11.94
INJR 2 Fuse #18 0.00/11.93
ThrotCont Fuse #17 0.00/11.93
Injr 1 Fuse #22 0.00/11.90
PCM Fuse #16 2.25/12.20 (I ran the engine for a couple minutes to clear all the codes that accumulated when I pulled the prior fuses. Believe that is why non-failure mode voltage went up)
F/Pmp Fuse #13 1.18/12.20
As our C5's AGE,, were going to see a LOT more wear issues in the electrical system...
This Ignition Switch problem is NOT going to go away... I see more and more problems IDENTICAL to this each week.
This is a pretty common failure. It just presents its self a little different in each case depending on how bad the contacts are and which contacts are hosed.
