I'm stumped! My windshield wipers quit working a while back, typical water buildup around the motor. I cleaned out the utters and let it dry for a few days, everything seemed fine after that, they worked fine so i thought it was fixed.
A couple months passed and I went to use the wipers when it started raining and nothing happens! I followed the service manual and checked the fuse first, the fuse is good and I'm getting battery voltage to it. I disconnect connector C219 under the dash and look for battery voltage on terminal C but I'm not getting it, What next??

You will only have battery voltage on contact "C", if the key is turned to ACC or ON......did you have the key on? Also, if you just let it dry out on it's own, it just leaves residue on the circuit board inside. Over time, growth will occur between the circuit traces, and render the device unusable.

Yes, I had the key in the on position. I had the windshield wiper motor out of the car. I was just trying to see if I had power going to it. Shouldn't I get battery voltage at the connector even with the motor disconnected?
Fuse 10 is good. How the heck do i get to the wiring between the fuse and connector C219? Could a bad wiper stalk be causing all this?
No. The wiper switch is fed by C219. Since you have a service manual, I'm sure you can see the path for wiring. Not fun. I would disconnect the battery, and check the resistance value between the load side of fuse 10, and C219 pin C. If it reads open, you have a broken/damaged wire somewhere.
